PLANNING, MONITORING AND EVALUATION DEPARTMENT
The Planning, Monitoring and Evaluation (PM&E) Department of the Nigerian Institute for Oil Palm Research (NIFOR) is responsible for coordinating institutional planning, tracking programme implementation, and assessing performance to ensure that the Institute achieves its mandate efficiently and effectively. The Department supports evidence-based decision-making, accountability, and continuous improvement across all research, development, and service delivery activities of the Institute.
Core Functions
Monitoring
The Department ensures systematic tracking of programmes, projects, and activities to measure progress against planned targets. Monitoring functions include:
- Development and application of performance indicators for projects, programmes, and departments.
- Regular monitoring of research, extension, training, and administrative activities.
- Collection, analysis, and documentation of performance data.
- Identification of implementation gaps, risks, and emerging issues.
- Preparation of periodic progress reports (monthly, quarterly, and annual).
Evaluation
The PM&E Department conducts evaluations to assess effectiveness, efficiency, relevance, sustainability, and impact of NIFOR’s programmes and projects. Evaluation functions include:
- Conducting baseline, mid-term, and end-of-project evaluations.
- Assessing outcomes and impacts of research technologies, innovations, and outreach activities.
- Supporting impact assessments on farmer productivity, technology adoption, and value-chain development.
- Providing evidence-based recommendations to management for policy and programme improvement.
- Ensuring lessons learned are documented and integrated into future planning.
