PLANNING, MONITORING AND EVALUATION DEPARTMENT

The Planning, Monitoring and Evaluation (PM&E) Department of the Nigerian Institute for Oil Palm Research (NIFOR) is responsible for coordinating institutional planning, tracking programme implementation, and assessing performance to ensure that the Institute achieves its mandate efficiently and effectively. The Department supports evidence-based decision-making, accountability, and continuous improvement across all research, development, and service delivery activities of the Institute.

 

Core Functions

1. Planning

The PM&E Department coordinates strategic and operational planning activities across the Institute. Its planning functions include: • Preparation and coordination of strategic plans, medium-term development plans, and annual operational plans. • Harmonization of departmental and project work plans with national agricultural policies and institutional objectives. • Coordination of budget planning inputs in collaboration with relevant departments. • Identification of priority research and development areas based on institutional goals and stakeholder needs. • Support for project design, logical frameworks, and results-based planning.

  1. Monitoring

The Department ensures systematic tracking of programmes, projects, and activities to measure progress against planned targets. Monitoring functions include:

  • Development and application of performance indicators for projects, programmes, and departments.
  • Regular monitoring of research, extension, training, and administrative activities.
  • Collection, analysis, and documentation of performance data.
  • Identification of implementation gaps, risks, and emerging issues.
  • Preparation of periodic progress reports (monthly, quarterly, and annual).

  1. Evaluation

The PM&E Department conducts evaluations to assess effectiveness, efficiency, relevance, sustainability, and impact of NIFOR’s programmes and projects. Evaluation functions include:

  • Conducting baseline, mid-term, and end-of-project evaluations.
  • Assessing outcomes and impacts of research technologies, innovations, and outreach activities.
  • Supporting impact assessments on farmer productivity, technology adoption, and value-chain development.
  • Providing evidence-based recommendations to management for policy and programme improvement.
  • Ensuring lessons learned are documented and integrated into future planning.

4. Data Management and Reporting

To support informed decision-making, the Department: • Maintains a centralized planning and performance database. • Ensures data quality, consistency, and timely reporting. • Produces institutional reports for management, governing bodies, and supervising ministries. • Supports compliance with reporting requirements of government and development partners.

5. Coordination and Institutional Support

The PM&E Department works collaboratively with all departments and units by: • Providing technical guidance on planning, monitoring, and evaluation. • Coordinating inter-departmental performance reviews. • Supporting donor-funded and collaborative projects in PM&E compliance. • Building staff capacity in results-based management and monitoring tools.
